Internet down

Why don't the provider refund people for the time the internet is down? They charge about $180 a month for internet but when it's down why don't the pay us back for that time. The down time cuts into people's work hours causing them to lose pay or causes school issues. Don't you think the deserve to be refunded? Cox always says it's out of their control but hey, this is cable not satellite.
