Why doesn't COX inform its customers of planned maintenance and outages?

Connection has been going up and down since midnight. I call and it says they are doing  planned maintenance. No one informed me I would not have stable connectivity for 6 hours. 

This is not good customer service.

    We've been working to improve our communication regarding maintenance issues. The Cox Connect App for mobile devices now displays outage alerts when you log in, as does the My Account section when you log into via a web browser.

      if the system's down, how does the app get any accurate info.
