I've been having packet loss and latency issues for months, since at least December.

As stated. I've run trace routes, and had techs out, replaced hardware on my own dime and the tech replaced/tweaked things. This issue is ongoing and with the current crisis it's become unbearable. This is opening all our eyes to the glaring issue that is Cox's aging infrastructure.
