unstable service

the internet service in my neighborhood is not stable.  in the past few weeks we have had multiple outages each under an hour and several slow internet periods requiring a modem reset.  often restarting the modem doe not solve the slow running service.

    When you say outage, do you mean declared outage or just that service stopped working? Also, what model modem/gateway do you have?
