I ended up upgrading to an Arris SURFboard S33. Seems to be a nice modem: small form factor, provides a 2.5 Gbs ethernet port (in addition to a 1 Gbps port), and is rated for up to 3.5 Gbps download.
To clarify: the new modem is working fine. But the old MB8600 also started working fine after an email to Cox.Help@cox.com (as suggested by ChrisJ2 ) So I still don't know the root cause of the packet loss problem.

Hi there,
There is not much our technical support can do remotely except reset the modem. We are glad to learn there was improvement and the technician will be able to answer any remaining questions once they conclude the visit.
