Absurd Ping Spikes

This had got to stop, I've tried everything in my power to get this resolved and nothing. I've reached out to tech support to get this resolved and I get technicians sent to my house that don't even know what ping means that I have to pay for to walk in scratch their heads and leave meanwhile I'm left with this barely functioning internet that once again I have to pay for. for what? If anyone knows how to fix this or what steps I can take to trouble shoot this it would be greatly appreciated this has been going on for far too long I am moments away from simple getting a new ISP one whose lead tech guy in my area doesn't need me to explain what ping and latency means thank you. https://gyazo.com/7432e01e91e9ca4cf236ccfda69c2eed

      7ms 114Download and 5.49 upload I could be mistaken but I dont believe a speed test shows fluctuations.

        It should during the actual test. Try one - I'd do it multiple times - and see if you see sudden decreases in speed.
