ESPN on MNF is choppy

ESPN gets choppy for Monday Night Football. It’s nearly unwatchable at times, then seems to recover for a while, then gets choppy again. 

symptoms:

1) only ESPN channel(s): ESPNHD ch 27 & 28

2) does not happen on other channels (PARPHD ch 26 is fine)

3) commercials do not get choppy!?! Why??
4) have seen this before on this channel

5) behaves as if I were watching it streaming on internet with a slow connection, but it’s the regular DVR cable box with our 55” Samsung TV  


It’s really annoying

    Also happens on ESPN ch 1027. I didn’t try 1028.
