Would you look into why Cox chose to use an old Firmware Image F.1601 that is known by Cox, Cisco and TiVo to have a bug where tuning request failures are common and increase exponentially over a short period of time until the Tuning Adapter is rebooted.
Cox needs to update the DSG Firmware Image to at least F.1901
The bug was fixed by Cisco in F.1901 and the most recently deployed OOB Firmware Image was F.2001

We received an update from our engineering team advising us that the newest updated code is a version of the .1601 release of which has no known tuning failure issues. The .1901 and .2001 releases do not support 2 way communication which is required with our current architecture.

I have to disagree with your response, image .1601 did have a known bug and Atlanta Cox engineers and Cisco were aware of the issues. DAVIC or DOCSIS are both "2-way" just a different communication protocol.
