outlook can have the spam filter disabled. a standard exchange server (the last time I worked on one) had no useful spam filtering though it could be configured to use various blacklists etc.

How can the spam (Junk Email) filter be disabled in Outlook?

- In your Outlook, open the Junk E-mail Options dialog box (Home tab > Junk> Junk E-mail Options).
- On the Options tab, select No Automatic Filtering. ...
- Review the Blocked Senders list and clear it if needed.
