T3 are from noise on the upstream. Your levels are good so it must be intermittent noise that happens between 6-9AM. You said you connected direct to the outlet, but can you describe how the coaxial gets from the road to the room the modem is in? Do you have underground wiring outside? Do you have any splitters or amps inside? If not, I would schedule another technician to look for noise on your tap outside. If you have had more then 3 technicians in a month, I would file a informal FCC complaint.
He checked for noise and there wasn't any, he checked for noise at the utility box specifically. I'm going to assume it runs underground from the utility box which is at my next door neighbors house, to my network box on the side of the house to the inside of my house. There's no splitters anywhere. I will email the COX help address you mentioned in the other comment.

What time was the troublecall? Was it around 9AM? If not the noise probably wasn't occurring. My guess is it's a issue with the underground line that goes to your neighbors house. If so, it should show on your neighbors signal as well.

Pinging darkatt. Does Tier 1 still have tools to look at signal levels across the street/node? Feel bad sending people to their email if it's just going to be a wild goose chase.
