Less than 50% of my internet speed

For the last few months, I've been having pretty awful packet loss. I spoke to a bunch of representatives and eventually, the issue got a sort of bandaid but for the last week or so I've had connectivity issues while gaming. Intermittent lag spikes have made online gaming impossible. While doing speed tests I've gotten considerably high ping(Much higher than what I normally get), and download speeds as low as 24-40 and I'm on the Ultimate Package. Don't understand what I need to do to get this fixed but it's becoming a real pain to my wallet.
