If you haven't already, ask to speak with a manager in "Escalations". When the individual answers the phone in Escalations, ascertain their name and be sure to ask if they are a member of management. If they are unable to resolve the matter, another option would be filing an online complaint with the utility regulation authority in your state. Here in Virginia, it happens to be the State Corporation Commission. The Better Business Bureau (BBB) is another option. Good luck.
