It also happens on my laptop but not on my iphone. I have AVG and they have
already gone through my computer and said its Cox. Yes, I have deleted files
and cookies. I have tried Google Chrome & Firefox. I have called HP and they said
its not their problem either along with Cox. Plug in? That I don't know but I
will check. Thanks again!
Do you have AVG on both your computers? If so, try booting into safe mode with networking by using the instructions below. See here for more info. That should temporarily remove AVG and all side programs. See if it happens then.

At the first screen on restart, before the HP or Windows logo appears, press the f8 key repeatedly.
-
When prompted, select the Safe Mode with Networking option.

I am getting a box "Bitlocker drive Encryption is enabled,,,on your os drive
it is stating that I am going to need a bitlocker recovery key or password?

From safe mode? That has never happened to me. Must be a Windows 11 thing. Don't panic though. As long as you have access to the Microsoft account you used to set up the laptop you should be able to retrieve the key. See here for instructions. The main link you need is https://account.microsoft.com/devices/recoverykey

Bitlocker means your hard drive is encrypted, Is this a personal computer or a work computer?

So fun fact, BitLocker as a feature of Windows still requires a Pro license, however, Microsoft started silently enabling it during install for Home users as well. For those that were frustrated with Microsoft requiring a Microsoft account and Internet connection just to install this is actually why. BitLocker is also why Microsoft states that TPM 2.0 and an 8th Gen or faster Intel processor are required. This is useful info to keep in mind if you're trying to help somebody with a hosed Windows 11 system retrieve their files. No longer can you simply mount the drive on a working device and copy the files off.

I just remembered that while AVG was trying to help me they removed
or as you stated "into safe mode' and it still was happening.

Sorry, didn't see this. Did you get passed the key prompt?
If it does happens during safe mode too that rules outs your security system. The fact that it does NOT happen on your phone rules out a account/webpage issue. +1 to Bruce's question about if it happens with Cox.com and signing in to view your bill or signing in here(forum).
