100%, you need to disable SPA first
Sever Settings (Since you said you use a pop account)
- Incoming Server: pop.cox.net
- Outgoing Server: smtp.cox.net
Since you said outlook go to More settings;
For the outgoing server tab
- PUT A CHECK in My outgoing server required authentication (And use same settings as my incoming mail server)
Then for ports
- incoming (pop): 995 with SSL
- Outgoing (smtp): 465 with SSL

My current setting...
incoming: pop.west.cox.net
outgoing: smtp.west.cox.net
NO SPA checked
SMPT requires authentication checked
995 SSL
465 SSL
Nothing ive tried has fixed the issue.

I am also dealing with a similar issue and a Cox rep using Chat told be that my area has had an "outage" since March 6th and they did not know when this would be fixed!

I went to the secureemail page and made sure all the setting are correct. I can still only receive mail, and can not send mail through Outlook...

I just wanted to verify, did that include removing ".west" from your server settings? What error message are you seeing with the updated settings?

west is removed.
the error message is... "Your outgoing (SMTP) email server has reported an internal error."

Are you able to access, send, and receive emails through webmail?

Yes I am. But not thru Outlook. It was all working until about 2 weeks ago. Then the problem started with the sending of email.
