Update: Friday afternoon, I did yet another restart of the modem and router because we had lost signal... again. When it restarted, we were getting 20-30mbs speeds with no other changes on our end to the system.
As far as the hardware goes, the Arris Surfboard SB6141 modem I use is only showing a pale green light for SEND instead of the blue it had been showing. Again, I did not change anything on my side.
If someone at Cox did this, thank you!
PS. I was planning to hook up the laptop to the modem this weekend- I'll still do that but since the speeds are where they used to be it is not the same priority it used to be.
