     Good data. I see a couple things. First a latency issue at XO which caused packet loss at hop 9 (207.88.14.194).I actually saw that issue reported early in the week here. Second, some light congestion on the telia backbone (?) at hop 13 (213.155.130.59), but the main issue seemed to be the crash at hop 14 (209.170.73.39). That seems to be a issue with Telia, the ISP which host the World of Tank servers. I don't see any evidence of a issue on Cox's end. Do you?

    Could you log into http://192.168.100.1 and post your signal levels?
  • Packet loss at hop 9 and the last 2 hops is a known issue, but I figured roughly 20% packet loss at 68.13.14.13 is a Cox issue since that is their IP.

    Actually based on the first graphic you posted I think your packet loss is starting at the 2nd hop and the issue is intermittently propegating through the the rest of the results.  The signal levels you posted are right on the borderline of unacceptable making me wonder if there is an upstream signal issue that needs to be addressed.  Any splitters you can try eliminating?
