Is the TV HD?

You won't get HD via coax. You'll get HD via Component but it appears none of these units have Component.

But, the HD signal comes in on coxial to the box.

Yes, Cox will deliver an HD signal via coaxial to your cable box.
Yes, cable boxes could output the HD signal via coaxial to your HDTV.
However...either Cox or the manufacturer...didn't engineer the cable box to output the HD signal via coaxial to your HDTV. That may be attributed to enforcing copy-right protection (HDCP).
If you don't have HDMI but do have RCA Component connections, use the Component connections because it should support HD from the cable box.
The Pace units, however, don't have Component. One has Composite but Composite doesn't support HD. Out of all cables, Composite is the worst.
