Did you just talk to Tier1 or did you actually have a ticket opened with Test Desk(TD)? It's been a while since I have worked at Cox so not sure if they have a TD still but it is worth a try.

They opened a ticket for this error but they still have no idea how to fix it.

We also can't see phone numbers for incoming calls.

For incoming calls, Cox displays whatever caller name is has. It adds "Spam?" for suspected spam callers. Hover the cursor over that value to see the phone number that Cox received. But keep in mind, if it's a spam call, that number could have been spoofed.
