Try *38 on your phone to see if that will work.

Cox doesn't do a good job of updating informational websites. But, since you only want to use a phone for Voice Tools access, it would have been easy to see *38 doesn't work. When you press either *37 or *38, you hear the following:
"We are sorry. The service you attempted to reach is no longer supported. Please contact Cox Customer Service for assistance."
An email to Cox verified Call Waiting may only be turned OFF from the website.

I can enable and disable my call waiting using the voice tools. I was just curious why the *37 and *38 isn't supported anymore?
