Wifi in Las Vegas

I tried to connect to wifi in Las vegas but it doesn't work on my device. Whats the point of Cox having wifi coverage and tout it with their reps if it doesn't even work? I only got it to work 1 minutes twice the rest of the time it doesn't work.How come they say that they have coverage throughout las vegas but it doesn't work?
