Relax.
My gf is on suddenlink she lives way out in sulphur.
I'm only pointing out the fact that it runs well there because I wondered if it was just the game servers u was playing on..but that narrows it down an issue with cox.
The equipment I have is most certainly not the issue as my modem is top of the line, and I've swapped to another modem of the same exact model and its the same results. Ive also swapped to a different brand modem of equal strength.

Netgear cm1000.
All signal levels are in recommended range.
But I get T3 timeouts, despite every technician saying it all looks great

That still literally makes no sense.
To break it down to more simple terms for you.
Same device on same equipment runs smoothly and uninterrupted at my gf house on suddenlink internet. And runs like garbage here at home on cox internet.
There's an issue here that I'm assuming noone is qualified enough to detect

Are not the SB8200 and netgear cm1000 both modems? What router do you have? What speeds is Cox promising? If not already, I’d swap Cat 5 cables to 6 if not done so already. Im thinking of upgrading to the Gigablast, but not if speed not the 1gb.
