Hello,
I'm sorry you are experiencing high pings on both devices. When you have a moment, please email us your full name, complete address, and brief details on this issue to cox.helpCox.com.

he said he was experiencing high ping on one device. That indicates something different in the settings internal of the devices themselves.

Correct. Once we have his information and troubleshoot, we can direct the customer to the complete care team.

CCC is outsourced, isn't it? Anyone know to who?

Used to be a company called plum choice. Trust me, i talked with some of the people at CCC, I would NEVER ever refer someone to them. I had a customer come back to me from them after they told the customer Cox doesn't support POP, it's the "OLD" style of getting mail.

What happens if you run this same trace route on the device not having he issues? Can you post the results?
