The only thing I can think of is if you subscribe to a private VPN service at home. However, the VPN software to "hide" your data would either be installed on your computer or router.
Your Pano router is off so this rules out the router. Unless you have VPN software on the computer for only your Cox connection at home, i don't know what else would be "tunneling" your data.
Nope, no other VPN.

When you attempt a telnet, you're using an IP address and not its host name?

I'm using what looks like a website and then the port number. I'm copying what the 3rd party company gave me originally and how they told me to do it.

For security reasons, you're doing well by not identifying the server name and its IP address. As you know, this is a big security risk.
When you telnet, you're using...for example...YouTube.com instead of 208.65.153.238?
Cox DNS may not being able to resolve the IP address of this private server. Do you have the IP address of this private server?

Thank you. Yes, from you example, I would be using YouTube.com instead of the IP address. They did not provide the IP address, and I'm assuming it's because they haven't had a problem with it in the past. My boss has Cox as well and it worked for him when he did it.

You can attempt an NSLookup at home via command prompt. For example...
C:\Program Files\Support Tools>nslookup youtube.com
Server: cdns1.cox.net
Address: 68.105.28.11
Non-authoritative answer:
Name: youtube.com
Address: 172.217.2.110I underlined what you'd need to type.

I was able to get the address and then I used that instead of the name, but still no luck. I am going to try factory resetting the Pano modem I have and try to get Cox on the phone to figure out if they are for some reason blocking the port.

I believe that he does because he recently had to upgrade his modem because the one he had before is no longer supported
