@glefever2181, I did not see any issues with the PingPlotter graph provided. The highest latency occurred on hop 5, at 24.5 milliseconds, which is incredibly low. Packet loss on intermediate hops only matters if it carries through to the end of the traceroute. Here is some additional information regarding PingPlotter graphs:

In reference to the WinMTR, are you pinging a Cox URL or the IP Address itself? This could indicate packet deprioritization (a congested path or an email server). Are you experiencing packet loss on gaming servers? If so, can you please provide a traceroute and/or PingPlotter to the gaming server itself? -Kevin M. Cox Support Forum Moderator

Oh well I tried to do this through the proper channels. I suppose it's time to start submitting all the data I've collected to the FCC to review. I suggest everyone else with the issues to do the same.
