Packet Loss on upload

I've had this issue for a few months now, was most recently looked at a couple weeks ago, problem was resolved when the tier 2 techs came out, after a couple weeks of everything going fine, its back to extreme packet loss. I dont want to have techs come out again just to tell me the speed test shows fine, what do i do with this situation?
