That "click to join" banner...although you're already signed-in...has always appeared at the bottom of my screen. I'm looking at it now.
I've always noticed the inconsistencies uploading images. I've never had the option to upload an image from my computer. My only 2 options under Insert Image/Video/File are Web (URL) and Community (Search). If I want to upload an image, I need to find the image on the Internet and post its link.
If you need to sign-in for each Insert, it's another bug.

If you click on the "click to join" at the bottom of the page, your "Insert image/video/file" options will include a third option of "File Upload". You will then be able to post images including screen print/paste. That's the upside. The downside is that joining a forum subscribes you to that forum. You will then receive the "red circle" you mentioned in another post today for every new post in the forum, including those to which you have not participated. I too find that a bit annoying so I have opted to "Leave" each of the forums so as not to be inundated with new post notifications. Should I ever want to post an image, I will "Join" the forum again long enough to post the image. That wouldn't be an issue if Forum Settings allowed you to save notification option selections as discussed in that other post today. There are a few things about the process logic of these forums that I probably would have done differently, but once you understand the rules, you can come up with a workaround that best suits your needs.

Hmm...I never noticed that. I typed an entire spiel before selecting/testing Click to Join...then I lost it. I then got the red circle notice I am now a member of the Internet Forum. Wasn't I a member before? And you say I need to become a member again each time I want to upload another image from my computer?

You don't have to join each time you want to insert an image from your computer. You only need to join the forum, to which you're posting, one time. However, for the reason I mentioned in my previous reply, I probably will join each time I insert an image, unless Forum Settings is fixed to allow notification options to be saved. But, since I seldom actually need to post an image, it's only a minor issue for me.
Cox needs to escalate the Forum Settings issue of being unable to save option selections, to ensure that users' notification preferences are properly enforced. They should review their internal administrative controls to verify that users are granted the ability to save Forum Setting selections. If it's determined not to be an administrative issue, Cox should coordinate with the vendor to resolve the processing "bug" that's preventing users from selecting and saving preferences.
The way outsourced applications generally work is:
1. The vendor develops a user interface to permit individual users to select their preferences. These are the things individual users may be permitted not do.
2.The company "Cox" uses administrative controls to determine which of the vendor provided controls that individual users may be permitted to select.
3. Individual users select their unique preferences.
in this case, all options are selected in Forum Settings and changes made are not saved (due either to an administrative control or a vendor bug). However, it's unclear if these settings have any actual affect on each user's experience.

You didn't mention how to leave the group. If you go to your profile > Groups > and click Internet Forum (for example), there's a Leave option on the next page to stop the notification spam.
UPDATE: I also noticed under the lightening bolt the You are now a member of the Internet Forum always stays there. There is an option (the little X) to leave the Forum and turn off notifications.

To leave a forum, select the individual forum from the selections on the top row. Then click inside the circle on the second row just left of the currently selected forum name. On the page that is displayed, click "Leave" on the far right side near the top of the page. To join the forum again, repeat the above process and click "Join" or the "click to join" at the bottom.
I suspect the little "x" under the lightning bolt is to turn off the notification you receive when you join a forum.

Wow, Bruce and CurtB...this has been an education...thanks for all your insights...So Bruce, you say that you have always had that login at the bottom of the category and joined when you wanted to insert and image or be a subscriber. For me and maybe CurtB, Xmas day was the first I've seen it...and it works. However, you said you had to post an image on the internet first, and it could never be on your computer's Clip Board. Does that mean that everyone else that have posted had the lower screen Join, as part of their Forum Preference? So who else has an comment...maybe WiderM.
CurtB...yes the Save part of the Settings that you posted is broken....I've never gone there before today...all my boxes are checked...failed at changing my TimeZone..... Having to subscribe or not in-order to control the Red dot notices makes following the Forum and bit awkward, but as you said, start understanding the rules and workarounds are created.
