Horrible Latency problems in phoenix, unable to play games or anything latency dependent most times of day (upstream problem)

For months there have been major issues with latency and packet delay.  Games tend to recognize this as packet loss, but it seems as if some packets are being delayed by crazy amounts and arriving out of order.  Sometimes it isn't bad but other times it makes anything latency dependent completely useless.  There have been tons of posts on forums, reddit, dslreports, yet I have not heard anything from cox about it.  Had multiple techs come out and still no fix.  It is pretty clear that a node I am on is either overloaded or there is something wrong with it, as this problem only occurs on the upstream.  Some games will show my max latency and while my ping is around 30, the max latency will be over 1000, which is ridiculous, and this is quite consistent too.  I'm not sure what else to do at this point and would love to hear any suggestions.

    I would encourage everyone who has upstream problems like we have to file a complaint with the FCC against COX. The more pressure on them, the better. I filled my form out online in no time at all. As far as a solution, the only effective measure is the Speedify VPN which I'm sure you already know about. So really, there are no actual solutions from COX.
