Did Cox just reduce the uplink rate on their 150M service from 10M to 5M?

I signed up for 150/10Mbps service and just discovered the uplink is now 5M.  Is this a San Diego thing? Also, anyone else have issues with packet loss?  It seems like VoIP is taking a major hit du...
