When you blocked the domain, did you do this on Cox or the third party app? We need to know where this is coming from.

4 new spams today....3 of them phishing, 2 of them supposedly from cox, one with a cox.net email address even after viewing full headers....all directly to my inbox, while yet another regular email lands in the spam folder.
