Fortnite packet loss! Whats the verdict????

For several months I have been having an issue streaming Hulu and HBO NOW shows on the Xbox 360 via their apps. While I was working on troubleshooting I received the following message from Hulu after providing my download and ping data, which was aDownload speed of 2.63 Mbps and a ping of 63ms. Their response stated: "Thank you for sending us the additional info. I think I may see what the source of the problem is now. For standard definition video, we require a minimum download speed of 1.5 Mbps, and for our High Definition video stream, we need to maintain over 3.0 Mbps. We also recommend a ping speed (or latency) below 50ms." They go on to state something about working with the ISP...not sure if they were gonna work it or if I had too. Anyway, after waitinga few months I wanted to see wanted to see what I could do to fix it. So I ran the Network diagnostics under Xbox 360 Network settings. The download was about 14-15Mbps and the ping was between 88-99ms. This is clearly the problem. The funny thing about the situation though, is that no other device (phone, Win laptop, Chrome book, etc.) have any issues with running these apps/websites. I would like to get some advice on what I should do next. My overall COX service is pretty good, and the network is running smooth. I use an Xbox One as my primary means of home entertainment and streaming. I recently downgraded my service to internet only in addition to a contour streaming service (so no TV box needed). However, the Contour App only seems available to download on a phone or tablet. While these are great options, it seems like Cox is missing it's primary mission which is to allow people to stream directly to their living room TV via gaming consoles or dedicated platforms like Apple TV or Roku. Does Cox have any plans to roll out an app that will allow customers to stream Contour to gaming devices in the near future? We recently switched from Att to Cox. Our smart TV worked fine before the switch. Now it barely loads Fandango and constantly stops to buffer. My son is also having difficulties connecting to Netflix on his Xbox. Both are WiFi. I made sure to get a modem on the approved list for the Premier level. I have been a cox cable customer for many years now, I have been a cable subscriber and use my media center PC as a DVR. Now with the switch to all digital I have to use the recently issued Cisco brand Cox Mini Box (from what I understand this is a Cisco DTA 250HD). I have now switched to my XboxOne as my media center (since MS dropped support of Windows Media Center with Windows 10, however they will start allowing TV DRV with xboxone in the near future) so I thought all would be great again. However NO ONE seems to know what the remote codes are for this mini box??? I know others are having the same issue with Tivo and Harmony remotes. When can weexpect to see these codes released? This is unacceptable to release a device that you can ONLY control with the provided remote. I will soon be dropping my cable subscription and cutting the cord if this is not resolved soon. I have a Cisco DPC3010 Modem and it has a USB and Ethernet port. I tried the usb port for my computer and it took a while for it to work, but it's fully functional now. I connected an ethernet cable to my Xbox that I got for my son and it won't allow it to access the internet. I disconnected the usb cable to the computer and reset the modem and got the Xbox to connect. I tried connected the usb afterwards and now the computer won't receive a connection.
