Broadcast Surcharge

In San Diego County notice of a 33% in the "Broadcast Surcharge" just showed up on my bill.  I believe customer's should be able to see which local broadcaster have retransmission agreements with COX and what, if anything, COX is being charged by those broadcasters and what, if any, increase there has been in those agreements.
