Frozen channels

Channels like 132, insp.  Why the he'll am I paying 260 a month when the dam program freezes all the time?  Perhaps I should have my payments freeze, after all, I'm paying for service COX IS NOT DELIVERING.  FIX THE **bleep** ISSUE.
