I have received 7 calls in the last 10 days from the same area code and exchange as mine that are spam calls. Did not get a single one for a few months but here they are again. As for the 860-400 calls, I have received 13 different numbers in the last 2 months all with different numbers in the CallerIDxxx line where x is a number. A couple of the 400 numbers were successfully blocked, but none of the neighborhood ones were.
Scammers focus on your geographical area to spoof calls as local. A geographical area isn't only 1 local exchange but 1 local service area, which may contain multiple exchanges.
I noticed from another post, you live in Connecticut. This number, (860) 400, has 90 exchanges in its local service area. I don't know if there is a method to their madness, but (860) 400 is numerically second on the list…only succeeding (860) 381. You may have more to endure.
The only effective policy is "Permit Only" because it takes less time, effort and resources to allow specific numbers than to block up to 900,000 local numbers.
