What modem are you using, and have you tested with a single ethernet connected computer direct to the modem? WiFi will never be an accurate method of testing. The fact that the tech is getting good speeds and you are not could be any number of things. Test with a computer connected direct via ethernet, booted up in safe mode with networking. The reboot to normal modem, and compare the speeds, if they are similar then we can take the next step, of they are radically different, faster in safe mode than normal mode, it could indicate some background software slowing the computer down.
if it was just the computer sure...but its hard wire xbox....all the smart devices in the home...so its something else... and of course cox is gonna get perfect signal its cox lol everyone I know says the tech says its perfect, yet they still have trouble.....now the first tech came out said it was perfect as the speeds even showed me but before he left did a test on something outside either via truck or pole and found Ive been having upload issues for months...he confirmed that and should be on the record...so why I'm having these issues not sure and no fully explaining it just saying they see no issue , but i thank God the tech saw it first hand...

Right, your hard wired XBOX tests to the Microsoft servers, so your speed test goes from Cox, to the internet backbone, to the internet provider for Microsoft, then to their server, which is answering requests from all over while talking to you, It's not accurate. Open the browser on the xbox and run the speedtest on various sites, like on https://www.cox.com/residential/support/internet/speedtest.html , speedtest.net and http://speed.googlefiber.net

i have a gigablast plan lol my speeds are 250 if constant wireless and 5-13 upload lol shouldn't get those speeds with up too 980mbps download and should be a constant 35 upload speed ;( what I'm saying should be consistent

Testing over WiFi is inaccurate. 2.4 is used for cordless phones, microwave ovens, bluetooth devices, cordless mice and keyboards, game controllers, baby monitors, garage door openers, radio controlled devices, as well as every single wireless router around you. 5 ghz, has ½ range of 2.4 and is used by cordless phones, baby monitors, cordless keyboards, and mice, and many wireless routers, as well as drone video transmission. That's a LOT of background noise and usage that reduces bandwidth usage for YOUR WiFi devices. The ONLY accurate method of testing speed will be by computer connected via 1000baseTX or faster connection, direct to modem, while no other device is connected to your internet utilizing bandwidth simultaneous of your testing.

Speed tests are notoriously inaccurate and inconsistent, so you shouldn't limit your measurements to one device on one site. You should get a USB-Ethernet adapter and directly connect to the WAN port of the modem.
If you have an all-in-one device (modem-router), directly connect to a LAN port and disconnect all other wired and wireless devices from the router.
You want the directly-connected measuring device to hog all the available bandwidth for a test. The time-of-day can also affect results, so try to vary the times of your measurement...as well as the testing sites.
I'm not suggesting your tests are wrong, but there's a wide disparity between your results and the techs'.
