Hello john-maceni,
I am not aware of any RIOT servers being blocked. We would be happy to look into this with you if you'd like. Please feel free to email us at cox.help@cox.com with your name, address, and a link to this page.
They aren't. I tested it on my computer, created an account, downloaded all the files, and played the game.

I appreciate all your work, but I installed a VPN, and the game work properly, so, is a problem with cox. Meaby you are living in another state, Idk, but, please try to see if you can solve this cox team, I would like to enjoy without a vpn, because you have to pay and extra por theses services.

LATAM Servers don't work in COX, Virginia. I contacted COX technical support and was impressed by how unprofessional they were in dodging my issue and hanging up the call.
It is not a game issue because I submitted a ticket to RIOT GAMES, and they are not blocking my IP.- Darkatt12 months agoHonored Contributor
I live in the Hampton Roads area in Virginia, and the the Riot servers work perfect. I played the game, went in and out several times over the course of a few days without any issues. Also, it's not the job of Cox to figure out why you cannot access the same servers I am. They provide you a path to the internet, if everything is working with the exception of one set of servers, that someone ELSE, is accessing without an issue, then the problem is something specific to your computer or setup. Have you thought that MAYBE it's your computer blocking those servers, but when you go through a VPN it appears to be something else and it works?
