WHY do I need a drivers license to pay my bill with a check?

I went to pay my bill today at your Warner Robins, GA store.  I had my invoice and  a check.  Both contained all the same identifying information as my Cox account history.  Why, when I use a human for paying my bill was I asked for my license but not at the Kiosk?  I refused to give it to the guy.  He walked my check and invoice over the kiosk and my bill was paid.  Personally, I refuse to use anything except a human with my account transactions.   .  I wasn't using a credit card or a debit card.  I wasn't buying anything.  I was giving you money.  I walked out with less than when I went in the store.  This policy is ridiculous and a time waster.  Can someone please give me an acceptable answer as to why this would happen.   NOTE***** the response:  it is corporate policy is not an acceptable answer.  I would also like a name of a corporate officer and an address so I can pursue this further.  Thank you in advance for you time.

    Customers have several channels to choose from when paying their bill. Online by visiting www.cox.com, by mail using check or money order, by phone using the automated system and in person at a Cox Authorized Payment center. Customers also have several method of payment options; cash, checking/savings, debit cards, and credit cards. Just like other merchants who accept checks, customers will need to provide identification verifying the checking account belongs to them when paying in person. This protects the customer as well as the business. Paying through the Kiosk or mailing in payment with a check does not require an ID since the payment is processed as an ACH payment. ACH is an electronic payment delivery system which processes electronically originated credit and debit transfers for institutions nationwide.
