Who to contact for Question regarding Billing?

I have a question about my bill, but cannot find a way to contact someone to speak to about it. The Chat/Oliver function is not working, which seems to be the ONLY option possible to get my billing question answered. As I cannot locate a phone # or email to call. All other options for support are for other issues, not billing issues/questions. Do I really have to drive to a Cox store to ask a billing question?
