Where are the live chats? I don't see any or not easily accessible?

When I go to the following web page -
https://www.cox.com/residential/support/internet.html
I see a little "Chat" tab on the left hand side of the page that stays stationary in place even when I scroll. If I click on it, it brings up a little chat window with "Oliver".
Seriously. I couldn't find any link to contact Support directly until I came to this forum, and FINALLY I see the links to the right.
Okay then what? You click on "Lets Chat" and it brings you to a page on Oliver but no actual method to start a live chat.
