waive my early contract breakage fee due to job loss and left india

I have left to India due to job loss. I have called customer care to stop my service and waive my early contract breakage fee and the customer support agreed and confirmed that they will waive it and ask to pay only partial use(30$) for the month of October 2018. But now I saw a bill which include One time changes 100$. As I am in India, how can I settle this. Is there any email id to contact cox.
