So as of tonight i ran a test through the site logged into my account n now its showing 6mb up when any other site shows less then 1mb. ill run some traceroutes when i am home tomorrw.

Thank you for providing the trace routes. The trace to testmy.net times out on the Level 3 network. Since Level 3 is not within the Cox network, this is not something Cox can address. The trace route to twitch.tv most likely times out because Twitch blocks ICMP traffic once it reaches their network successfully.
