Replaced modem, but internet is still dropping.

I have been losing internet connection every 5-10 minutes for a good month and a half now. I've had techs come out, and i've even replaced the modem from docsis 3.0 to docsis 3.1, which has helped in internet speed, but not helped in cutting out. I don't know if a neighbor is splicing cable, but I have become suspicious. My network looks like this. Cable -> Modem -> Google Wifi. I have also tested ethernet, and I am getting very low speeds. I just need help. thanks.

    We Would like to help get this issue resolved. Swapping the modem and using Ethernet instead of WiFi are both excellent steps to help narrow down the cause of the problem.
