If you don't check the Spam folder in Webmail, how would you know Outlook is receiving all email.
Can't you set the anti-spam to deliver all email seen as spam to your inbox marked as "spam"? Just going by this page. Don't have a Cox email to test with.

I tried that because it always puts mail from my brother in the spam folder, no matter how many times I mark it as "not spam" and add him to my address book. Redirecting his e-mail to the inbox with a rule doesn't work either.
