Planned disruptions

What are the laws followed for negatively impacting work from home with planned interruptions and no notice. This has caused a negative impact as I work from home and distress as this interferes with financial ability. What financial responsibility is Cox taking for this?

Cox has gone down at least once a week for the last few months here in Scottsdale.  Cox is not liable unless you have a specific contract with them.  I know remote workers at cox that have another internet provider they use for work since Cox goes down too often.
