Phoenix area so called unplanned outage!

What is the deal with all of the unplanned outages at around the same time in the morning? I find it hard to believe that they are unplanned outages, more like planned during a time of less impact, or customer complaints. 

I just spent nearly an hour on a live chat with Cox while he couldn't connect to my equipment and started wanting to schedule a technician, during this time I couldn't get into either one of my Cox apps and I was told that there were no outages. Finally I got through to one of my apps and it said that there experiencing an unplanned outage. And I told the guy on chat and he took a while to respond and said yes they just updated the system and it showed an outage. So it takes them nearly an hour to discover an outage? This is getting ridiculous and I am now getting a third credit in my bill for outages. I can't afford Cox to begin with but nothing else is available where I live which should be illegal. But I would suggest to everyone out there to let them know when you have an outage you want some money back from your bill.
