I am also having this problem. I've been getting "An unknown error has ocurred in Outlook" when I try to receive mail. Error code 150. Sending mail works, ironically. After completely deleting and re-installing (thinking it was an Outlook problem), I still have the problem. Outlook is not broken - I added my gmail account, and it works just fine.
Clearly Cox did something on December 5 that broke POP email retrieval using Outlook 2011 for Mac. It's Sunday today - tech support closed. Will call them tomorrow.
Anybody have any luck fixing this yet?
A little more research - Outlook 2011 uses SSL v2. Note from tech (KevinM2) below says Cox changed to requiring SSL more recent than v3. But he says they changed back in April. Doesn't really explain why this problem started for all of us on Dec 5 ... if what KevinM2 says is accurate, it should have stopped working in April.
The problem occurs in both Outlook 2011 for Mac and Outlook 2016 for Mac since 12/5/2019 and as far as I can see, COX does not allow receiving POP email. I don't think this has anything to do with what "changes" COX claims to have made sometime back in April 2019.

Interesting. Also - I can't seem to get IMAP to work using Outlook 2011 either. Seems like that ought to work. Perhaps it's the same SSL version-too-old problem.

Pop still works with Cox. My iPhone (running latest iOS) is configured for my cox email using Pop. My guess: iOS uses a recent enough version of SSL, and Outlook 2011's SSL v2 is now "not supported".
- KevinM26 years agoFormer ModeratorHi Kim, Cox no longer supports sending email through email clients using SSL security encryption version 3.0 or older. This is to ensure the safety and security of your private information, and Apple uses SSL / TLS encryption. Here is some additional information about our email server settings:

Do you mean cox no longer supports "receiving" email? Because I can send just fine -- it's receiving I can't do. And I could do both until Dec 5. What happened on Dec 5?
- KevinM26 years agoFormer ModeratorLobu, if you're exclusively using IMAP, have you removed the Cox email from your client device entirely, and re-entered the credentials? I highly recommend doing so and starting from scratch. Please also verify your server settings as well, and here's some more information about POP and POP3 settings:

KevinM2, I'm sure you mean well, but I wouldn't be participating here if I was just using IMAP. I've been using POP since opening my Cox accounts many years ago and I'm very upset that for some "mysterious" reason, COX has done something on their end to prevent Microsoft Outlook Mac users from RECEIVING email on POP. There doesn't seem to be a problem SENDING email on POP from Outlook Mac, though.
It would serve those customers who are affected by this, if Cox would consider their customers and either fix this or at least explain what happened and why.
- KevinM26 years agoFormer ModeratorHi Lobu, to ensure that our customers' private information remains safe and secure, Cox made changes to the incoming and outgoing settings. Cox no longer supports sending email through email clients using SSL security encryption version 3.0 or older. Cox now requires SSL / TLS encryption, going forward. What server setting are you using for POP or POP3? Please also make sure your devices' operating systems are up-to-date with the latest versions. Using one email address, can you please send yourself a test email on myemail.cox.net, to see if you can send and receive emails? -Kevin M. Cox Support Forum Moderator
