Not getting download speeds paid for

I have been paying for 500 Mbps download speeds since August and I only get up to 160 Mbps. This is not ocassionally, but all the time. The only time I got it closer to 300 Mbps was when a technician made a service call at my house. I have updated cable modem, dual band router, and Cat 6 ethernet, and the connection is ethernet cable.  I am getting frustrated calling about this. Can I get a rebate since August when I started paying for the higher speed.
