No outgoing email on COX

I am able to receive emails on COX account; but no outgoing. I get a drop down box that tells me to enter ID and password. I enter both and get error message back. 

  • If you use the same username/password on cox.com does that log you into webmail? Also, do you happen to be outside of the U.S. when trying to send this email?
