I want to connect my Apple Tv to the internet by using the ethernet outlet in the living room but I'm not getting an internet connection. that ethernet outlet was used by AT&T previously for cable TV instead of using the coax cable
Did you have fiber with AT&T? You may have had 2 components for the installation but 1 of the components may have "handled" your AT&T TV service. If so, the LAN outlet near your TV may lead to this 1 component and not your router.
If you didn't have fiber, we just need to find where this LAN outlet goes.

I had to research the equipment required for U-verse.
First, U-verse used a wireless gateway to connect all TV sets and perhaps provided TV service. Where ever this gateway was in your home is probably where this LAN outlet near your TV goes. Is there another LAN outlet at this location? Is your current router near this location?
Second, U-verse also used a U-verse router for Internet service.
The 2 devices may have been previously connected together...I don't know...but the wireless gateway was connected to another LAN outlet to connect your TV. Find this other outlet and connect your current router to it.
