Netflix in Santa Barbara / Goleta Very Slow(multiple locations)

Any update? It's really bad right now. Fast.com is telling me 0, then 2.1Mbps, then 170Kbps, then 17Mbps. I have new screenshots but this forum won't let me upload them. Also, I would like a billing credit for the entire time we were affected by this issue, which is still not resolved.
