I've been dealing with the same issues for years. Numerous tech and linemen visits. Replaced literally everything from the pole to my house, including modem and ethernet cords. Linemen come out say they find something but upload is still basically non-existent. I've since gave up. Good luck. My speed -

No way...you are using gigablast and are you using the Cox speed test to a nearby server? Have you tried some of the many other speedtest utilities? I cannot believe that the same lines to your PC can have so different values. Now I know that download and upload speeds are controlled by the ISP.
Did you ever get uploads, say in the 20-30 range a few weeks or months ago for giga? COX has got to be the problem! There is a user, Zurq that has been posting some CMD line commands to update within this forum.
Mine right now, using COX is 228/5.2 in OC Server. I get 222/11 using speedtest.net. I use to get 10.7+ using the Cox speedtest a few weeks ago...So, something is wrong, maybe use a different testor. Here is the weird thing, when I use COX to NewEngland (2500mi away), I get 26.6 and 11.1Upload...why half the upload to my local area!!

I've used just about every speed test site (speedtest.net, speedof.me, testmy.net.cox.com) all have low upload speeds. I'll randomly get the 35mbps, but it don't last long. Every now and then it'll last a day, but then it goes back down to almost nothing. I rely on upload speeds because I stream to multiple platforms, but I can rarely do it because of my upload speeds. I'll get slightly different speeds based on the location i ping, yes. But it is no where near the 35mbps speeds i'm suppose to be getting.

Using Cox's speed test, your speeds will vary greatly depending upon the city you select. Your only consistent test will be to compare currently reported speeds to previously reported speeds to the same city. I've found that download speeds are generally consistent from city to city. But the upload speed reported to my nearest city is approximately one third to half the reported speed to either New England or Atlanta. My guess is the differences in reported upload speeds are due primarily to differences between the servers at each of the cities Cox uses for speed testing.
I just used Cox's speed test tool to test speeds to New England, Atlanta and Oklahoma City. Download speeds were exactly the same for all three cities. Upload speeds were exactly the same for NE and ATL, but the reported upload speed to OKC was 51.8% of the speed to the other two cities.

You're correct CurtB about needing to consistently test the same server. I do my COX OC every day and saw the Upload drop by half...now granted like the gigabite guys, my old 10.7+ (was this 2wks ago, now at 4-6) compared to giga 30-35 is low, but for Geauxkoo with giga to drop down to 3.5 with an download of 885, its ridiculous. I tried posting my Pingplotter graph that showed a packet % loss on the 7th leg to cox.com....but as you know, you and I cannot post images to this forum Reply...Have not heard from Cox yet, other than they will look at it.

The CMD commands really helped my connection to be stable. i'm getting constant 180mbps and 10mbps upload speeds. except when I use cox servers.
